Assuming your car is one of the higher producing cars. No 2 cars make the same power. What were you expecting? Do you have mods since your original post?

I think thats pretty good numbers, the Downpipe might hurting more than say a full nice catback being your small turbo is losing some steem and needed back pressure in the higher RPM's. Does the handheld make more boost? it needs a nice intake to if you havent allready.
get a wideband on there if you don't already have one
DO those things have knock sensors? Whats the graph look like?

i have a lc1 for a wideband. the boost is turned up, and like i said im not surprised overall by the numbers. compared to another srt with the same mods yes it is a good 20 hp 30tq less. but i also have quite a few bugs still to work out (which if anyone has a boost leak tester i could use i would be very appreciative ) they arent neccesarily big problems, just things that need taken care of.
and yes i have knock sensors, on the diablosport i can datalog my short term and long term knock and watch total knock retard
