I won't speak for Justin, but I will help you.

Dont worry about where, just start building.
Dustin, I know Harbor Frieght has wheels for sale, but if someone was half way creeative they could make their car out of a hand truck.

Sugarbottom also has staff and DNR everywhere; my guess is we'd get busted fairly quickly...

I think the fact that the road goes UPHILL kinda rules it out, is there any type of rules of for this event or just build whatever we want..

The rules are to use common sense.
Brakes would be good.
Roll bar wouldnt be bad.
3 wheels, 4 wheels, 100 wheels it just needs wheels.
They aren't rules per say, but they are things you might want to have. As far as limits on lengths, widths, or other parameters; none. Just be resonable.
It's a soap box derby for adults, so just have fun with it and we will all get drunk afterwards.

we could use my development hills for a test run. no cops and not a big hill but it would let you know if you had a wheel lose...

the speed bumps are at the top of most of the hills. only one has one in the middle. but hey that could be fun.
