I've never seen one if those before...is it legal to put a folding stock on it or would it become an "offensive weapon"due to the short barrel?

Very likely it would go AOW with a stock or grip

+stock = short barreled rifle
+grip = any other weapon (but that is up for debate in the gun community)

neither is legal in Iowa at the moment, but we are working on changing that. Buy this for a fun range toy...until you can have an SBR ;)
