bought like two dozen of these and don't need nearly that many! They are 4-bulb ones and they use the bigger "F40" bulbs. They do not have cords (hard wired in) but they DO have clear covers. Bulbs are NOT included! I will trade for a set of 4 jack stands to get the Fiero up in the air for winter.
Prices:
1-2 $14/each
3-5 $12/each
6-7 $10/each
8-10 $8/each
the ones i seen like this at Menards/Lowes are like $50+ each.

sorry, my phone will not upload pictures to the internet anymore for some reason. I will try to get some up at some point. They are 4ft long, about 16" wide and 2"-3" deep. The big rectangle ones you always see in schoole and those drop ceilings.

they look like this: www.lightingdirect.com/progress-lighting-p7196eb-energy-star-rated-wrap-arounds-fluorescent-fixture/p358787
mine are not energy star rated or anything, they simply look like the ones in that link.

The lower energy consumption primarily comes from the lamps you install. F40 refers to just a fluorescent 40w lamp. It would be nice to know which base it is setup to use (ie T8 or T12) as they're not interchangable. I'm guessing the larger 1.5 diameter T12 lamp. Most of the info is labeled on the ballast as far as how large and how many lamps it is setup to use at any given voltage. Hope this helps. I've got about 2 dozen of these in my basement I can't seem to give away. Even with lamps.
