I have been looking for a manual rack as well... you can get a brand new one with tie-rods for like $80~ FYI... only used ones I have found are $75~ anyways so, might as well get a new one with a warranty...

I think they are 4.5 $75 for both you come get them..

you need a 6 1/2 back spacing 10in wide wheel on a stock width rear, and you can run 28x10.5
