Bad news, Iowa emissions testing coming?

Here is a link about Emissions standards based on California regulations introduced in Iowa House . I don't know much about the bill but my initial concern is that we could see weaker cars due to emissions restrictions and the emissions testing can be a pain for those with modified cars.

Iowa’s House of Representatives will take a look at legislation that could make Iowa’s emissions standards more similar to those in California.

According to information from the Automotive Service Association (ASA), Iowa State Rep. Nathan Reichert has introduced House Bill 422, which establishes motor vehicle emissions standards for passenger cars, light-duty trucks and medium-duty passenger vehicles beginning with model year 2011. The bill is based on the California motor vehicle emissions standards and is consistent with federal law.

Earlier this year, Florida’s Department of Environmental Protection has adopted the California Motor Vehicle Emission Standards to establish a Florida Low-Emission Vehicle (LEV) program.


The bill includes a provision stating: “The (Iowa Environmental Protection Commission) may decline or adopt all or part of the California motor vehicle emissions standards if it determines in writing, based on substantial evidence and after a public hearing, that the emissions standards and a compliance program similar to that of the state of California will not achieve, in the aggregate, greater motor vehicle pollution reductions than the federal standards and compliance program for any such model year.”

Well its possible they will not require testing for any years before 2011. Since they specifically wrote model year 2011, but who knows what they will adopt and what they wont. That is just unbelievable. I can't say that I didnt think sooner or later this wouldnt happen.

If that goes in for retro vehicles even w/o tailpipe test, just a visual most you guys are screwed. However if like missouri they do it via a reg place.... a few $$$ will pass. Lucky in my case I can pass w putting the cats on. Other than that it's legal. Even a whipple 2.3 s/c is legal for that matter and 60# siemen injectors w a proper tune. Bottom line cams are bad, power adder can be ok w a eo.

However looking this over it "appears" to be for 2011+ vehicles w some loopholes. Bottom line imo it is a revenue generator idea. 2011 will be clean anyways.

I looked at the california regulations and right now anything 6 years old or newer dont even have to test, just have to pay a $25 fee.


The California DMV will mail you a registration renewal notice telling you whether you are required to get your vehicle smogged; it will also tell you if your vehicle requires a smog check at a test-only station. Exceptions include:

* Vehicles made in 1975 or prior
* Diesel-powered vehicles
* Electric vehicles
* Natural gas powered vehicles weighing more than 14,000 pounds
* Hybrids
* Motorcycles
* Trailers

Also, if your vehicle is six or less model years old, you are not required to obtain smog certification as long as you pay the annual $24 smog abatement fee.

Maybe they will modify it, or it will change by then. I'm hoping it only applies to new cars, otherwise I will have an excuse to get out of DSM's for the time being.

im pretty sure that all cars made before 2011 will be fine. i mean, most older cars dont have emissions testing done to them so that would cost iowa residents thousands of dollars!

Who cares about emissions anyways. In reality, not very many people. Even Hybrids aren't selling. People only care about the environment when it effects their pocketbook. Like when gas prices are high.

The problem with emmissions testing, as I see it, is that it focuses on entirely the wrong things. Look at it this way: How long does a brand new car last before it ends up in the junk yard usually? Maybe 10-12 years, right? (Some longer, some shorter, but I'd imagine that's the average)

How about, if the government is worried about emmissions, that we focus that problem on the people who make the damn cars? Why should I have to pay to get my car repaired if nothing important is actually broken on it? I shouldn't be forced to give a shit about the emissions coming out of my car. If my car is spitting out black smoke all the way down the street, then of course I'll fix it or I'll junk it. But if my car is letting out a little too much invisible vapor, then the world can deal with it for another year or two until it dies and I buy a new car that is twice as eco-friendly as my old one was.

They just need to focus on making the cars more emmision-friendly when they're coming off the assembly line if they're worried about that. If my 12-year old car can't pass emmissions tests, that's not my fault. I've done nothing to the car to make it less environmentally friendly.

Even if this bill doesn't apply to older cars. 10 years from now are project cars could very well be 2011+ cars. Now is the time to object to the bill before it even actually passes. I don't have enough political knowledge to recommend what to do but I'm all ears.

I'll email the joker, mo gov without real solutions is stupid. The deal in mo. was some inspection places would flunk you and then say xxx was wrong to scam some cash they hoped fixing it. Your recourse was go somewhere else or fix it yourself and go somewhere else to get reinspected. Mo. inspected everything.. suspension, exhaust, brakes, engine, lights, windows, etc. etc. for like 8 dollars, you can see the incentive to flunk a vehicle.

Over on that website I see some state of mo rep trying to make it every 10yrs inspection and this website/group is raising hell... revenue losses... I don't see black smoke, tie rod ends or etc. around here falling off so it seems we can police ourselves imo. Besides a cop can write u up for serious fed/safety infractions now...

In Iowa too, of all places. I don't think we have a big enough commuter base to really be worried about emissions here. Get a petition going and go to some drag strips. I agree there is a lot better things the government could be spending its money on, this sort of deal is more of an 'image' thing I think. Trying to help make Iowans look like we are more environmentally aware and that we care yadda yadda. If they are so worried about emissions, help put up more e85 pumps.
